So, it appears to me that it's actually an unsupported scenario that cloud users use on-prem room mailboxes in the Exchange 2013 hybrid deployment. Personally, I can fully understand that you prefer not moving room resources to cloud, but when doing research on the issue you described, I came across the official document below which explicitly mentioned that for Exchange 2013 in a hybrid scenario, room mailboxes for Exchange Online should be created in the cloud.
